Dom Mintoff, a dominant figure in Malta for 30 years, did great harm to his country

A friend to Mao, Gaddafi and the Khmer Rouge, he was no harmless eccentric, and knew when to send in his thugs

Dom Mintoff, the former Prime Minister of Malta, has died at the age of 96. He had been retired from active politics for almost a quarter of a century, so it is not surprising that the reaction outside Malta has been rather muted. The Telegraph has an obituary, as has the Guardian, neither of which are as interesting as they might have been.

Mintoff was a dominant figure in Malta from the 50s to the 80s, Prime Minister from 1955-1958 and from 1971-1984. Throughout this time his main opponent was Dr George Borg Olivier. The Maltese press in those days had a strict understanding that they would not publish anything about the private lives of either man. Dr Borg Olivier lived a blameless life, but some of his family would have provided ample scope for the tabloid press, if there had been one in Malta at that time. As for Dom Mintoff, his private life was kept private too, though there was lots of gossip, much of it well founded. His wife was a lady called Moyra, whom everyone liked: she had been born Moyra De Vere Bentinck, which sounds very grand. Some people said she was a distant relation of the Dukes of Portland, others not; still others that her mother had been Dom’s landlady somewhere down the Cowley Road, when he was a Rhodes scholar at Oxford.

In the old days you might see Moyra occasionally in various restaurants. I can remember her being pointed out to me once, and someone saying: “Of course, it is Saturday. This is the day when Dom lets her have the car.”

Moyra was a devoted member of the RSPCA, which was largely run by English ladies in those days. There was a convention that when she was present no one ever referred to her husband, the notoriously anti-British Dom.

But Dom had not always been anti-British. After he had finished at Oxford, he came back to post-War Malta, which had been badly damaged by the Luftwaffe. The British government had sent out two architects, Messrs Harrison and Hubbard, who were charged with the task of supervising reconstruction. They soon left the island and handed over the building projects to their assistant, Dom. It is largely Harrison and Hubbard’s and Dom’s fault that so much of what could have been saved, was not, and so much that was modern and ugly and ill-suited to Malta was built. Malta still has some priceless architectural heritage, but much was lost thanks to the vandalism of these three. It is a tragedy that the destroyed buildings – such as the Auberges de France and Auvergne, and Barry’s Opera House – were not rebuilt, as they could easily have been. Another tragedy is represented by the various government housing schemes built by the pair and Dom: Malta had and still has some lovely domestic architecture, but Dom pioneered the modern and hugely inferior.

If I were to give one reason for my dislike of Dom Mintoff, it would be this: his part in the catastrophic destruction of the Maltese environment, which, even if it had been planned, could not have been more triumphantly successful. Many visitors today find Malta ugly; in fact it is one of the most beautiful and fascinating places on earth, if you know where to look. But Dom made his fortune making swathes of it ugly.

His hatred of Britain was the hatred of a spurned lover, thanks to the failure of his integration project; and his hatred of the Church may have had something to do with that as well, as it was Archbishop Gonzi who effectively torpedoed integration. Oddly for one who championed integration, he later led the campaign against Malta joining the EU. But he never really had any principles. A scourge of the Maltese private schools, he sent his own daughters to Cheltenham Ladies’ College.

But if he hated Britain, there were other countries and leaders he loved. He fawned over Mao Tse-tung and Colonel Gaddafi; he sent the Khmer Rouge a telegram of congratulations on the “liberation” of Phnom Penh. The former were generous with their aid.

The Nationalist government of Dr Borg Olivier had planted Aleppo pines in Malta, as had the British before them. Dom declared that this was all wrong, and insisted that schoolchildren (I was one of them) plant acacia trees; they only live for 15 years, and my government-issue seed never grew at all. The Aleppo pines of the Nationalist flourish still, as do the tamarisks planted by the Israelis (whose embassy Dom shut down, and whose aid he scorned), as do the ficus trees planted by the evil colonialist British.

So much of Dom was political posturing; not even horticulture was safe.

But Dom was no harmless eccentric. Neither was he a democrat. He would send his thugs into action when a little muscle could yield results. His thugs burned down the Times of Malta building, a newspaper that not even the Luftwaffe was able to put out of business. His thugs beat up striking students at the university. His thugs attacked the Archbishop’s Curia (that made the front page of the Catholic Herald); and his thugs attacked the house of the Leader of the Opposition, Dr Eddie Fenech Adami, and assaulted his wife.

But it is all a long time ago, and most people would like to forgive and forget, I am sure. In many ways Dom Mintoff represents a typical post-colonial leader – of that type now only Comrade Robert Mugabe is left. Dom came from a devout family, his brother was a priest, and I shall pray for his soul. I note that the Archbishop of Malta is conducting his funeral in the co-Cathedral (one of the most lovely churches on earth).

His former enemies have spoken kindly about him, including Dr Fenech Adami. May he rest in peace.

    ein guter artikel, aber nicht so gut wie eine cheese pastizzi von tapie’s und einen sundowner bei gleneagles. trotzdem, auf so einem kleinen fleck wie malta, wo jeder jeden kennt und niemand unbekannt ist, ist es irgendwie bewundernswert gewesen, dass mintoff in gewisser hinsicht so enigmatisch geblieben ist. uber seine politik kann man sich streiten, aber als politische persoenlichkeit – durch statur und charisma – bleibt er in der maltesischen politik unangefochten.

    It is funny that you accuse others of lying but come up with quite afew lies yourself – the mass meeting at Tal-Barrani was NOT illegal. The police did not want it to go ahead but the PN appealed and the Constitutional Court – the highest court in Malta -decreed that the PN should be allowed to stage a meeting there. Labourites never seem to break the old habits – lies, hypocrisy and if that doesn’t work they just try even more lies. Your version of the doctor’s strike is also wholly false.

He was the person who rescued Malta from the disaster that was left after it helped England win the war . England helped all the defeated enemies but forgot to help the countries that helped it win the war. He gave all Maltese , free medical services , all a retirement pension at 2/3 of your wages , created / nationalised Maltese banks to rid Malta of the financial thieves milking the Maltese workers , created the welfare state and gave the vote to all women and decriminalized homosexuality . If I remember right , Gaddafi pitched a tent in London and New York at one time or other ? No one was ever proved to have done the things you accuse Mintoff of orchestrating ….you are a liar or trying to paint a bad picture by twisting the facts .     Dr Fenech Adami has spoken well of Dom Mintoff after his demise , even if they were political enemies for years and did not agree in principle on many things .

    Why don’t we leave the analytical work to the academics and historians to work out the process of political procedures in Malta and Gozo since 1921 and , especially, in the post war years. This study will most certainly give an insight and understanding to present and future generations that the path to the way we live today was not incidental and certainly did not depend on one “saviour” or political “champion”..it was a process that took years to achieve. Mintoff had his good side, as everyone did, but he had his darker side, as all human beings…for these the Lord is his only judge!!! What I know is that for the past quarter century the governments in Malta and Gozo have built a strong sense of community, a better quality of life and a socio-economic fabric that is the envy of other European member states including the UK, Greece and Spain….Malta is still the “Gem oif The Meditteranean” it was fifty and sixty years ago and this was because of the clear visions of various prime ministers and governments since 1987!! Mr Mintoff has taught us one thing…we must uphold our democratic and Catholic rights and obligations and we must not let any government or persons try to strip us of these vital socio-cultural links!!!!

    I think you should be ashamed of  this article. Church in Malta and in the world is dying rapidly, and you are really giving a helping hand to it’s death with these articles. You should spend your time trying to bring people back to the church or at least defending the church from the regular scandals that keep popping out in churches all around the world. Not writing articles full of lies and to add insult to injury you had the great idea of liking articles on Facebook of a Maltese blogger  known for doing nothing else but spreading hatred in the Maltese Islands. Is this what church has become ? Is this what Christ thought us ? Did Christ want the church to interdict those with different political views, and bury them in a part of the cemetery which is not consecrated just cause they voted labor?.  Thanks to you if i had any doubt, now i am sure, that the church does no longer represent Jesus Christ and his teachings.

    It is utterly shameful for a priest to engage in gossip about anyone’s private life and to repeat innuendos. If you ever lived in Malta as you indicated then in all fairness you should mention how the Catholic Church imposed mortal sin on anything that had to do with a political party, The Labour Party. I was a six year old girl at the time and I remember going to my weekly confession and being asked if I sided with Mintoff and whether my parents read the labour newspaper ‘Il-Helsien’ Anyone who replied in the affirmative was not given absolution even a six year old child. Crucifixes were placed on the floor in certain religious buildings and children were told that if one votes for Mintoff it was equal to walking over Jesus himself. Every time the MLP had a political meeting, the same town square was a week later swarmed by black ghonella clad religious women and other religious people for a purification rally of the same public square. At other times Church bells tolled out in a frenzy trying to drown out the speakers of the political meetings. What Mr. Mintoff had close so to his heart was the betterment of the downtrodden, impoverished Maltese families. Sir, your disingenuous assertions are nothing but shameful fabrications and twisting of facts. From my perspective the great harm done to Malta, the Maltese and the precious Catholic Faith, was done by those who were charged by Christ with the task of spreading Christ’s love and peace message and for someone who claims to be a follower of Christ, your article is outright shameful.

    I’m quite flabbergasted by  your article where some sterotype political
    views seem to outweigh the work done by Dom Mintoff in line with the Catholic’s
    social teachings.  The condescending tone of your article completly disregards compassion
    for the poor and over values other matters such as the the rebuilding of
    the  Auberges de France and Auvergne, and
    Barry’s Opera House. I think you are aware that in those times after the
    second world war, hundreds were homeless in Malta and living in poverty.   Malta
    was on its knees living in misery and poverty.  I cannot agree with the environment issue
    since you must have saw a photo of Malta during Mintoff’s times.  Mintoff was also an avant garde regarding
    envionrment issues which have become major source
    of concern in the world today including good uses of water, green energy
    etc. 

     

    You seem to completly disregard
    the infamous unholy war of the … the “Interdett, where Labour supporters
    were forced to marry in sacristies, and the  unconsecrated burial
    ground known as the “mizbla”.  

     

    Yes..sure Mintoff did mistakes ..who doesn’t?  Even the Church did.. The inquisition and the
    notorious autos-da-fé also did great harm. 

     

    And Yes Mintoff was a democrat .. and instrumental
    in the drafting of our democratic consitution. 
    It is not true that Mintoff only befriended Gaddafi etc.  Remember that Mintoff broke ties with Britain
    and kicked out NATO forces. It was necessary for Malta to receive foreign and
    even military aid.  This should have been
    further delved in your article and explained to your non-Maltese readers.  Similarly Mintoff laid the foundation for
    good long term cooperation with Israel and at the same time recognized the
    state of Palestine (as it was the official position of the socialist
    international).  Even Archbishop Paul Cremona this morning during the state funeral hailed the way
    Mr Mintoff got the best possible deal
    for Malta in his negotiations with much bigger countries.

     

     

    Your article took my by
    surprise…a politically biased article from a priest. An article which hurts
    the sentiments of thousands.  This
    morning Archbishop Cremona described  the qualities that distinguished Dom
    Mintoff throughout his life amongst which his dedication to lift people out of poverty and improve working conditions

     

     I would like to conclude with the Gospel
    reading chosen for today’s state funeral mass..words which describe Mr Mintoff:

    “Truly I tell you, whatever you did for one of
    the least of these brothers and sisters of mine, you did for me.” (Matthew 25: 40)

    You refer to the architecture as being lost, kindly note that there was famine in the country and Mintoff was wise not to spend money on buildings as the need appeared to be more suitable to seek to feed the people rather than re building palaces and theaters and allocated the Maltese with decent housing. .This is one of the beatitudes which Mr. Mintoff cherished feed the hungry and give shelter.  Also dear Sir, may I suggest that you go through his achievements and reflect.  Kindly I call your statements as void based only on hatred.

    I did not live in Mintoff’s time but i have read most of the comments here. you say that the church in the Nationalist times did not bury the people in the consecrated part of the cemetery. This was of course wrong and nobody can justify it. However do you who remember Mintoff’s reign, forget how many Nationalist students were beaten up at school and hit just for being Nationalists. because I know many who still live to tell the tale. And how many people were refused from getting an education at the university simply because they were Nationalist. My Grandad lived very close to Mintoff when they were young. he used to lend Mintoff shoes because Mintoff was too poor to affrod his own so he used to keep his only pair riding on his shoulders so as not to damage them. When Mintoff was in government he came by my grandad’s garage and confiscated about 10 of his cars just because he was a known Nationalist. These cars were then spread to his mintoffian members. That was the kind of hatred that Mintoff had, and although (happily) I did not live in his time of reign to remember him, I can say that he was a bitter man. Now if he did more good or more bad in this country I cant tell. but my insticts tell me that the bad was a bit more :)

     how can you criticize Mintoff about architecture when he,single handed, knocked down the slums of Cospicua Bormla and Valletta using local globigerina stone to build new house without ruining the sky line?The Nationalists -keen allies of Mussolini- built the Law Courts in the classical style in a baroque city!!!!, and stead of the the baroque city gate  built by the Knights which again was pulled down by the Nationalists, a Fascist Gate was built…. designed by a famous fascist architect who built the ‘Casa del Fascio’ at Bergamo!Recently,on the high ridge at Tigne a series of ‘modern’, ugly slums were built ruining the skyline from Pieta area where Turner,the British artist painted a view of this beautiful area: alas, this view is now lost for ever with the Tigne slums built by the Nationalists. Even the developer has recently agree that the Tigne ‘modern’ slums are ugly!Ironically, if one looks from Tigne towards Valletta especially towards the former mandragg-one would see the graceful of buildings built by Mintoff that integrates very well with baroque Valletta: Father someone must have fed you a lot of fairy tales. Thank you.

    When Mintoff won power in 1971, the number of students at the  ‘royal’ university stood at 160; it was not free, Mintoff made it free and I remember very clearly, that every student was asked the occupation of his father, lest a kid from the working class made it to the top!
    By 1987, when labour was still in power the number of students increased to 800 and to top it all the students were given a stipend!

    You’re wrong, Justin, though you don’t know it. Mintoff voted against the government in a no-confidence vote. He knew what he was doing and what the result would be.

    You don’t need to take my word for it, of course. There are parliamentary records of the event. 

    Incidentally, that is why Mintoff was called ‘traditur’ by the now-weeping, hypocritical masses.
